USDA Misses Fifth Crop Progress Report as Shutdown Drags Into November

The USDA was expected to publish the 31st Crop Progress report of the growing season today, but the report was not published for the fifth week in a row because of the continued government shutdown.

The shutdown affected all four expected October reports from USDA, and has now affected the first of November. Just three more reports are anticipated after today for the 2025 season, with the last expected Nov. 24, 2025.

In lieu of official data from USDA, here are progress estimates.

Corn

U.S. corn harvest reached an estimated 83% the week ending Nov. 2, based on a poll conducted by Reuters. Estimates by nine analysts polled ranged from 78–90%.

Historical Progress

About this time last year, USDA reported 91% of the corn crop had been harvested, although the five-year average was just 75% at the time.

Soybeans

The average estimate for U.S. soybean harvest as of Nov. 2 was 91%, according to the Reuters poll. Analyst estimates ranged from 88–94%.

About this time last year, USDA reported 94% of the soybean crop had been harvested, but the five-year average was just 85% at the time.

Winter Wheat

U.S. winter wheat planting progress was estimated at 91%, according to the Reuters poll. Analyst estimates ranged from 88–93%. The condition of the crop was estimated to be 52% good/excellent, with estimates ranging from 41–60%.

Historical Progress and Condition

About this time last year, USDA reported 87% of the winter wheat crop had been planted, but the five-year average was 89% at the time. The condition of the crop at the time was 41%.
